Florida Legislature bill history records that HB 991 passed both chambers and was approved by the governor on April 1, 2026. The Governor’s Office described the enacted election legislation as the Florida SAVE Act. Most of the law, including its citizenship checks, takes effect January 1, 2027. The federal SAVE America Act (H.R. 7296, introduced January 30, 2026) would bar states from registering anyone for federal elections without documentary proof of citizenship; Florida's law has election supervisors verify citizenship against state and federal records and asks for a document when that check fails.
